Job Description:

Forward Slope Inc. currently has one (1) full-time opening for a Project Control Analyst. This position supports proposal preparation, proposal cost volume development, and cost estimation duties. The Project Analyst is responsible for establishing and enforcing pricing strategies and works closely with the program/proposal team members in developing cost proposals while ensuring compliance and schedule adherence.

The candidate for this position will be responsible for the following functions:

  • Develops, analyzes, evaluates, coordinates, prepares, and supports cost proposals to government and commercial customers.
  • Interprets relevant government regulation(s) (i.e. FAR, DFARS, DEAR) relating to cost or pricing.
  • Develops and maintains pricing and/or cost models to support price/cost analysis.
  • Perform analyses and prepare reports to ensure that contracts are within negotiated and agreed-upon parameters and government cost control guidelines.
  • Prepares Cost Narratives in support of proposal cost volumes.
  • Reviews and makes recommendations regarding basis of estimate clarity and completeness.
  • Ensures cost proposal compliance with FSI and Client Standards.
  • Works closely with Program and Proposal Mangers in preparation of cost proposals and interfaces with Finance, Contracts, Procurement and Project Control.
  • Participates in the review and analysis of proposals, participates in fact finding and negotiates prices.
  • Performs detailed analysis of sub-contractor/vendor proposals and supporting documentation to validate labor, material, and other cost elements for products, and/or services.
  • Generates detailed pricing using the estimates, pricing model, and proposal structure, in alignment with the pricing strategy; and facilitates pricing strategy reviews/discussions.
  • Assists with Project and Cost Control functions such as preparing cost schedules to support active projects.
  • Manages and creates Financial Forecast Models.
  • Apply working knowledge of various financial business processes including contracts, purchase orders, purchase requisitions, transportation charges, and other related business processes.
  • Assists with Estimate-at-Complete (EAC) preparation and review and data collection and reporting for various audits.
  • Maintain the strict confidentiality of sensitive information.
  • Performs other duties assigned as required.

Required Qualifications:

  • Currently hold an active SECRET clearance or be able to obtain one
  • Bachelor's degree and 5 or more years of experience in Finance, Accounting, or Business Administration. Equivalent experience may be substituted in lieu of education.
  • Must demonstrate a thorough understanding of pricing and costing concepts, principles and practices.
  • Must posses experience working in a government contracting environment including interfacing with agencies such as the DCMA or the DCAA and a general knowledge of FAR and DFAR regulations.
  • Must be customer focused and possess the ability to identify issues, analyze and interpret complex data and develop solutions to a variety of complex problems.
  • Excellent analytical, verbal, and written communication skills to accurately document, report, and present findings.
  • Ability to work independently or in a team environment.
  • Ability to maintain the confidentiality of sensitive information.
  • Proficiency in Microsoft Excel and the Microsoft Office suite of products.
  • Must use discretionary and independent judgment and be able to interpret data and implement best practices.

Salary Range:

  • $65,000 - $70,000*

Clearance Information: Some positions will require access to U.S. National Security information. Positions that require this access will be required to receive and maintain a U.S. government personnel security clearance (PCL).
