Description
The Test and Evaluation Engineer supports the client with the overall systems engineering verification effort. Provides general program support by maintaining awareness of the overall status of the verification effort and briefing to senior leadership. Interacts with outside agencies and stakeholders having interest in the status of the verification program.
 
Required Qualifications:
Core duties and responsibilities include the following, but not limited to:
  • At least 5 years of T&E experience, with at least 5 years of experience supporting operational test agencies (COMOPTEVFOR)
  • Candidates who have experience in naval systems/testing will be given preference. Candidate must have experience in interacting with multiple elements of the Navy and Joint organizational infrastructure
  • Assist with the management of Test and Evaluation Master Plans (TEMPs) and ensure proper format and content prior to submission for signature via the appropriate means
  • Have an understanding and ability to review JCIDS (ICD, CDD & CPD) documents to ensure test traceability to requirements
  • Develop and maintain T&E schedules
  • Support the coordination of Operational Evaluation (OPEVAL) test events with test agencies (such as Commander, Operational Test and Evaluation Force (COMOPTEVFOR))
  • Provide assistance in the preparation briefs, specifically Operational Test Readiness Review (OTRR) briefs, Acquisition Coordination Team (ACT) briefs, and other T&E briefs
  • Collaborate with program’s system engineers and gather and analyze inputs from various systems’ documentation to perform capabilities and requirements analysis for Navy C4I systems
  • Reviewing test plans and procedures for adequate coverage of system requirements
  • Attending technical meetings to establish verification criteria
  • Reviewing verification reports to technical accuracy and requirement coverage
  • Support verification reviews (Test Readiness Review (TRR) and System Verification Review (SVR)) by completing standard checklists to include gathering required verification artifacts
  • Gather, understand, and report on process metrics
  • Understanding of standard SE practices and processes with knowledge of military weapon systems
  • Specific knowledge in System Verification and Test and Evaluation
  • User level experience with standard System Engineering automation tools to include DOORS and Clear Quest. Must have the ability to navigate and export data for inclusion in briefings and presentations
Education and/or Experience:
  • Engineering bachelor's degree from four year college or university; five or more years related experience and/or training; or equivalent combination of education and experience
 
Desired Skills/Experience:
  • Understanding of current and future Navy C4I afloat and shore-based systems and architectures
  • Understanding DoDAF 2.0 compliant architecture using Unified Profile for DoDAF/MODAF (UPDM)
 
Other Requirements:
  • DOD contracts specify US Citizens. Candidate must be able to obtain and retain a Security Clearance at the SECRET level
  • Position is for San Diego and may require some travel (5%)
